The arteries of the Upper Mississippi and the Illinois rivers run through the 26-county tri-state area included in the Port Commission.

The proposed Port site is below Mississippi River Lock & Dam 21 in the South Quincy Development District in Quincy, Illinois. Here the river is navigable 12 months of year. In fact, Quincy is home to the northernmost port on the Mississippi River for 12-month barge traffic. The dry side of the Port is protected by a 500-year levee.

A municipal barge dock currently serves multiple industries in the South Quincy Development District.
